May 1, 2006 Present: Deb McMenamy, Cris Irsfeld, Attorney Philip Heller, Bruce Kaden – CTSB and Jorja Marsden. George Shippey was away on family business. Attorney Philip Heller came before the Selectmen regarding the use permit for the Rosen property at 70 Interlaken Road. The Selectmen went on a site visit on April 25. Cris Irsfeld made a motion to reverse the use Permit issued in September, 2004 for a Bed and Breakfast. Deb seconded the motion. The vote was unanimous. The property has two buildings – one with two apartments and one with three apartments. A use permit for Seven Salon Spa at 7 South Street was next on the agenda. The building was a restaurant which closed last Fall. The building is in the business district. Cris made a motion to approve the application under 4.11 A .25. A second was received from Deb. The vote was unanimous. The following announcements were made: May 8 – Baby Town Meeting – 6:30 pm at Plain School May 15 – Ballot Question, Town Elections – 8:00 am to 6:30 pm at Town Hall and Annual Town Meeting at 6:30 pm at Plain School. May 22 – Special Town Meeting – 6:30 pm at Plain School. Cris stated that the Highway Department is ahead of schedule with the annual maintenance of the dirt roads, culverts, and cemetery sprucing. Remember the Memorial Day Parade May 29 at Noon, parading down Main Street to Town Hall for the ceremony and pot luck picnic on the lawn. Cris made a motion to adjourn at 7:22 pm. The Selectmen and Owners Project Manager, Joe Kellogg, met with representatives from the First Congregational Church to bring them up to date on the Plain School Project. Joe Kellogg announced that there were six bidders for the project, all within 100,000 of each other. Joe again outlined the design for everyone present. Approximately 40 people attended, listened and asked questions ranging from taxes to keeping the slate roof. The Board convened at 4:12 pm to discuss litigation with the Planning Board. A motion was made by Cris Irsfeld and seconded by George Shippey to enter Executive Session. The vote was unanimous to enter into Executive Session A motion was made by Cris Irsfeld and seconded by George Shippey to exit Executive Session at 4:55 pm The vote to exit Executive Session was unanimous. Cris Irsfeld made a motion to adjourn at 4:56. The motion was seconded by George Shippey. The motion to adjourn was unanimous. The Selectmen and representatives of the Police Union met regarding negotiations. The next meeting will be June 6, 2006. The Selectmen reorganized prior to adjourning to the Tax Office for interviews for an Assistant Tax Collector/Treasurer. Cris made a motion to elect Deb as Chairman. Deb seconded the motion. The vote was Cris and Deb for the motion that Deb remains Chairman. George voted against the motion. Cris made a motion to authorize the Chairman to sign the Special Permit for the Plain School Town Office Conversion Project.
