Member Hobbs seconded this motion and it was unanimously approved, 6-0. Sarah Stiner, Creative Building Solutions represented Donald & Brandie Holmes in a request for a Special Permit under Section 4.11.2A for the conversion of a two family structure. The proposal is the construction of an attached breezeway and garage w/living space. The property is located at 9 Castle Hill Road in the R-2 zoning district. Member Rose noted the requirement for the following findings: The project is in compliance with all provision and requirements of this chapter and is in harmony with its general intent and purpose. The project is essential and or desirable to the public convenience or welfare at the proposed location. The project will not be detrimental to the adjacent uses or the established or future character of the neighborhood. The project will not create undue traffic congestion or unduly impair pedestrian safety. The project will not overload any public water, drainage, or sewer system or any other municipal facility. Member Plakun made a motion to close this public hearing. Member Hobbs seconded this motion and it was unanimously approved, 6-0. Member Pitney made a motion to grant the Special Permit under Section 4.11.2A as presented with the findings as enumerated by Member Rose. Member Hobbs seconded this motion and it was unanimously approved, 6-0. Attorney David Hellman represented David Morel in a request for a recommendation for a Special Permit under Section 6.1.2 to the Board of Selectmen. The project is the construction of a small addition to an existing single family home, consisting of a screened porch, and rebuilding an existing deck and adding a small addition to a family room on the first level and adding two bedrooms and a bathroom on the lower level. The property is located at 1 Yokum Road in the R-4 zoning district. Attorney Hellman stated that there are two setback issues, the front setback of the existing dwelling is 31 feet rather than 50 feet required by the bylaws and the easterly sideline setback is 40 feet rather than the 50 feet required by the bylaws. The existing lot is nonconforming as to acreage, it has 1.01 acres, instead of the 4 acres required in the zoning district under the bylaws. Member Hobbs made a motion to recommend approval to the Board of Selectmen of the Special Permit under Section 6.1.2C for the proposal for David Morel. Member Talbot seconded this motion and it was unanimously approved, 6-0. Member Hobbs made a motion to adjourn this meeting at 8:15 P.M.
