Town of Stockbridge Water and Sewer Commission Minutes of Meeting December 7, 2004 Present: Donald Schneyer, Chairman, Thomas Schuler and Peter Socha Others Present: Anthony Campetti-Sewer Department, Michael Buffoni-Water Department and Joseph Kellogg-Sewer Project Consultant Call Meeting To Order/Adopt Minutes The Chairman called the meeting to order at 4:30 p.m. Members Schuler moved to accept the minutes, seconded by Member Socha and motion passed 3-0 Sewer Applications Chairman Schneyer proposed a policy to require one signature by a Commissioner and by Sewer Department Head Campetti to approve a sewer hook up application. Schneyer noted the Commission receives numerous applications and that changing the existing request that all three Commissioners sign and approve each application will streamline the process. Schuler agreed and made a motion to that effect which was seconded by Socha. The Commission approved the motion by a 3-0 vote. Flat Rate For Sewer Tabled by the Commission until the next meeting. Underground Storage Tanks Campetti reported that the tank and the contaminated “dirty” dirt have been removed. Campetti noted two monitory wells may need to be installed and per DEP bids for new installation may have to be obtained. It was agreed that Campetti should apply now for 50% reimbursement with the Commonwealth for this expense. Sewer Update The Commission discussed the progress of the Waste Water Plant Upgrade and the Sewer Extension project. A letter from Chris Wester of Weston and Sampson to Joe Aberdale of J. H. Maxymillian dated December 14, 2004 which attached various punch list items was reviewed and discussed. Campetti and Kellogg noted that Maxymillian was in the process of working through these items. Campetti also noted that training on the emergency generator as well as repairs to the whistle stop on the emergency generator fuel tank would be completed within 30 days. The Commission also noted a second letter also dated December 14, 2004 from Chris Wester of Weston and Sampson to J. H. Maxymillian where as the Town agreed to extend the date of completion of the contract to May 14, 2005. This is due chiefly to the closure of the blacktop plants for the winter. Joe Kellogg also noted J. H. Maxymillian would be looking to receive the 5% retainage. Campetti gave an update on the clean up of various project areas and indicated he and Paul Scarpa planned to inspect the Goodrich Street, Glendale/Route 183 and Mahkeenac areas. Sewer and Water Meeting page 2 December 7, 2004 Schneyer took note of the unsightly brush cut and left on Christian Hill Road in Glendale and the water leak on Route 183 across from the Glendale Post Office. It was also noted the contract with F.R. Mahoney to supply grinder pumps expires on July 31, 2005. The Commission instructed Joe Kellogg to contact F.R. Mahoney to obtain an extension to September 1, 2005. Schneyer noted that Ludlow Construction has completed 2/3 of its work. Logging at Watershed Buffoni noted that logging was shut down until the ground froze. Echo Lake Survey Buffoni has discussed this with surveyor Dan Oleksuk to have a proposal by late winter. The beavers at Echo Lake will be trapped by Ernie Beckwith. Logging Road Drain Buffoni and Schneyer reported they spoke with Clint Schneyer of the Highway Department and with the Conservation Commission Chairman. The drain will be installed next summer. Buffoni will investigate with the Conservation Commission whether a notice of intent is needed. New Business The sludge landfill issue was discussed. DEP may request closing plan. Clint Schneyer and the Board of Selectmen are addressing this issue. The meeting was adjourned at 5:20 p.m. Respectfully submitted, Thomas Schuler
