MEETING MONDAY, February 21, 2005, at 7:00 PM


1.	Minutes of previous meeting  -  January 31, 2004 – approved with note to Fire Dept. approval

2.	Town FY05 Audit Review approved – 1/ recommendation that year to year comparisons be included in future reports; 2/ query whether highway improvements (i.e., re-paving) should be amortized over shorter life than highways per se.

3.	Draft FY 2005 Report of the Finance Committee – approved as amended for Town Report

4.	Budget Preparation Process – 
a.	Review/Approve Further Departmental Budgets presented to Date  - Parks and Recreation and Conservation Commission approved

b.	Berkshire Hills RSD Budget Proposal – put over to next meeting

5.	Planning Board/Bernstein Litigation Expense  - agreed to proposed $100,000 warrant article and inclusion of $80,000 in regular Town Budget for general litigation

6.	Old Business – Library budget – no resolution, agreed to hear Selectmen’s proposal for increased funding, greater Town involvement 

7.	New Business – 

BHRSD proposed Stabilization Fund – recommended the Town not vote to approve

Community Preservation Comm funds – Berger reports $206,000 available, Comm. Recommends $50,000 to affordable housing, $3,000 to Chesterwood, $3,000 in reserve for addn’l projects, reports proposals for $75,000 for Stockbridge Land Trust for an acquisition fund and $50,000 each from Town for Town Hall restoration and Plain School restoration. Fin. Comm. Approves affordable housing, Chesterwood and reserve. Approves Land Trust with a proviso that no more funds be appropriated until that amount is spent.  Recommends $75,000 to Town for either of Town Hall or Plain School or a combination.
