Details Link Name: Minutes Description: Subject/Title: November 28, 2006 Subtitle: Keywords: Review on: [ ] Default to Printable Version CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, NOVEMBER 28, 2006 PRESENT: Sally Underwood-Miller, Stephen Shatz, George Shippey, Don Deno Joseph DeGiorgis ABSENT: John Hart, Cathy Plakun Call Meeting to Order/Adopt Minutes - The Chairman called the meeting to order at 7:05 p.m. Member Shippey made a motion to adopt the Minutes as presented, seconded by member Deno and all voted favor. Louis DiGrigoli, 12 South St. - RDA - Mark DiGrigoli appeared o behalf of the applicant who requests permission to put in a culvert under Fox Meadow Lane to his house. The Commission questioned whether the road is decommissioned or not? Is uncertain (see sketch). Member Shippey thinks no. Mr. DiGrigoli will need to contact the abutters on Fox Meadow Lane for permission to do so if it is indeed a private road. The hearing was continued to the next meeting. Elisabeth Wheeler, 3 Hill Rd. - RDA - Craig Moffatt appeared on behalf of the applicant who installed a drainage pipe to divert surface water from the house. Mr. Moffatt stated that he did the work without a permit due to a wet cellar. The plan presented was "as built". Mr. Moffatt was strongly cautioned regarding the illegality of working without a permit. Member Shatz made a motion to approve the application and close the hearing, seconded by member Shippey and all voted in favor. Tennessee Gas Company, Route 7/Tennessee Gas ROW - RDA - Steve Morawski appeared on behalf of Tennessee Gas Company who proposes to install a culvert and 400 sq. ft. of graveled access drive from Route 7 and installing a new gate in an existing fence. Member Shippey made a motion to close the hearing, seconded by member Shatz and all voted in favor. Town of Stockbridge/Stockbridge Bowl Association, Stockbridge Bowl 5 ½ ft. Drawdown - NOI Continuance - Thomas Harrington, counsel for the Town, Gary Kleinerman, President of the Stockbridge Association and Ken Wagner of ENSR appeared for the continued hearing for the 5 ½ ft. drawdown. A status report by G. Kleinerman was submitted which indicated the Bowl being 36" down as of today. T. Harrington reported that CFS to 54" was denied by DEP. It will come in at 46 CFS and not to exceed that. The Commission had anticipated a letter from Mark Tisa of the DEP but has not yet received it. Also not received was a response from NHESP which was to be integrated into the letter from Dr. Tisa. When the letters are received they will be filed with the application. Member Shatz made a motion to close the hearing, seconded by member Shippey and all voted in favor. Dori Laub, Glendale Rd. - NOI Continuance - The hearing was continued due to a no show on behalf of the applicant or his representative. Jim Belfanz, representing the Talbot Center Committee, appeared to discuss the possibility of relocating the Talbot Center building but there are environmental issues. The new building would be 24 ft. X 24 ft. They would also like relocate the attendants building (the compactor building). There are trees that would need to be removed. The proposed new location has flood plain issues. The Commission needs a map indicating their proposal. With no further business, the Commission adjourned at 9:00 p.m. ??
