CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, JUNE 28, 2005 PRESENT: Sally Underwood-Miller, George Shippey, Stephen Shatz, Cathy Plakun Joseph DeGiorgis ABSENT: Don Deno, John Hart Call Meeting to Order/Adopt Minutes – The Chairman called the meeting to order at 7:00 p.m. Member Shatz made a motion to adopt the Minutes of June 28 as presented, seconded by member Shippey and all voted in favor. The Chairman announced that James Shantz will be the representative from Stockbridge for the Housatonic River Restoration. Member Shatz volunteered to be on the committee for the bylaw revisions. Dean Olsher, 8 Interlaken Crossroad, NOI – Michael Kulig of Berkshire Engineering appeared with the applicant who proposes to hook up to the Towns sewer system via a connection of Roy Komack which is approximately 1,300-1,400 ft. away. The Chairman read into record a letter submitted by the applicant and addressed to Tri-Town Health Dept. giving a history of the events leading up to the public hearing tonight. The Chairman applauded the applicant for his efforts. The plan is to install a low-pressure sewer which crosses along a BVW and beneath an existing culvert. The pipe will be two-inch force main. Member DeGiorgis suggested putting a four-inch sleeve on the part that runs under the wetland to protect anything from running into the line. The Chairman will e-mail Tri-Town Health Dept. agent Peter Kolodziej stating that Mr. Olsher has submitted a very thorough and complex plan to the Commission and is moving forward. The hearing was continued to the next meeting. Dawn Farley, 90 East Main St., RDA – Michael Kulig of Berkshire Engineering appeared with the applicant who proposes to install a two-inch force pressure line to an existing manhole at the end of Yale Hill Rd. This will replace an existing Subsurface Disposal System. The driveway to the property is approximately 50 ft. from a perennial stream. A site visit was scheduled for Thursday, June 30 at 7:30 a.m. Barbara Cohen-Hobbs, 17 Mahkeenac Rd. – Shannon Boomsma of White Engineering appeared with the applicant who proposes to resurface an existing partial gravel and partial oil and stone driveway with blacktop with top coat of oil and stone. Ms. Boomsma showed the Commission plans done by Foresight Land Services in 1999. Ms. Hobbs feels that by paving the driveway it will allow the water to run off and dry out, thereby improving the impervious surface. The proposed work falls within the 100-ft. Buffer Zone to a BVW associated with a drainage swale along the southerly property boundary. A site visit was scheduled for Tuesday, July 5 at 5:30 p.m. Harvey Waller (Bertha Skevington property), Goodrich St., NOI Continuance – Shannon Boomsma of White Engineering appeared with the applicant for the two-lot subdivision proposal on the 39+-acre parcel. Ms. Boomsma and Conservation agent Terry Eucker did a site visit to the property on June 20. Also present was Emily Stockman of Stockman Associates who was hired by the applicant to do a Wildlife Habitat study. The Commission has not yet had a chance to review the report submitted by their consultant. A 34 ft. X 72 ft. foot bridge will be installed for the two houses. The 23,071 sq. ft of replication area was moved. There will be five 12-inch culverts which are sufficient to support the driveway. At the highest point the driveway will be six ft. above the existing grade. Filter fabric with crushed stone will be installed. The project was not filed as a limited project. The houses will use a common driveway instead of two driveways. The replication area was slightly less than what they are altering. They will supply a set of deed restrictions which the Commission will review. The side slope for the road is 1 to 1 with erosion control fabric. The Chairman questioned the applicant if he would be willing to put a Conservation Restriction on the property and the answer was that he might possibly do so. The hearing was continued to the next meeting. Louis DiGrigoli, 12 South St., RDA Continuance – A site visit was made to the property and the members present had no problems with the proposal of razing the existing house and pool and erecting a new house. Member Shatz made a motion to close the hearing, seconded by member Shippey and all voted in favor. I Michael Goodman, 18 Ice Glen Rd., RDA Continuance – Member Shippey made a motion to close the hearing, seconded by member Shatz and all voted in favor. John Hyson, 3 Butler Rd., RDA Continuance – Member Shatz made a motion to close the hearing, seconded by member Shippey and all voted in favor. Barbara Berk, 28 Lake Drive, NOI Continuance – Member Shippey made a motion to close the hearing, seconded by member DeGiorgis and all voted in favor.
