CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, JUNE 27, 2006 PRESENT: Sally Underwood-Miller, Stephen Shatz, George Shippey, Don Deno Cathy Plakun, John Hart ABSENT: Joseph DeGiorgis Call Meeting to Order/Adopt Minutes - The Chairman called the meeting to order at 7:00 p.m. The Minutes of May 23, 2006 were adopted as corrected. There were no Minutes for the June 13, 2006 meeting, as there was no meeting due to a lack of quorum. Lisa Jennings, 40 Lake Drive - RDA - Michael Kulig of Berkshire Engineering appeared representing the applicant who proposes to do a septic system upgrade. The existing field septic system has failed. Peter Kolodziej of Tri-Town Health Dept. has approved the initial plan. The Commission has requested a copy of the approval. The only area available for the system upgrade is at the corner of the house. The new system is a Presby system. A silt fence is the limit of work. The Chairman suggested that M. Kulig speak with the homeowner about screening such as native species. A site visit was scheduled for Saturday, July 1 at 7:30 a.m. Dori Laub, 42 Glendale Rd. - NOI - Michael Kulig of Berkshire Engineering appeared representing the applicant who proposes to construct a common drive on his property. The proposal is approximately 200 ft. from Dugway Rd. Dr. Laub subdivided the property a few years ago and now wants to further divide the property into two parcels plus the parcel he already has a house on. The resource areas located within the project limits include a BVW. The plan shows a partially submerged 48 inch diameter polyethylene culvert pipe in order to cross the wetland area. The proposed crossing impacts approximately 475 sq. ft. of BVW. The proposed driveway location enters the site from an existing drive which passes adjacent to the BVW. This proposed driveway location has been selected based on minimization of wetlands disturbances. The applicant would like to build a house outside of the Buffer Zone. The common portion of the road is approximately 300 ft. There is currently a four-ft. plastic culvert on the site. The Commission wants their consultant Terry Eucker to review the project because of a wetland crossing, etc. The Secretary will contact T. Eucker informing her that Berkshire Engineering will be forwarding her the NOI for review and set up a site visit at her convenience. The Secretary will let M. Kulig know when the site visit will take place. John & Noha Carrington, 19 Ice Glen Rd. - NOI Continuance - Marshall White of White Engineering appeared on behalf of the applicants who propose to convert the existing solarium into a kitchen addition, add an entry foyer, grade and stabilize a grassed slope southeast of the existing house. The slope is 3.1 which will be maintained with erosion control fabric. They will install a curtain drain and two yard drains. They will be reducing part of the house. Member Shippey made a motion to close the hearing, seconded by member Shatz and all voted in favor. Robert Wilmers, Averic Rd. - NOI Continuance - Robert Hoogs and Glen Valentine of Foresight Land Services and Tom Ingersoll of Webster & Ingersoll appeared representing the applicant who proposes to construct a nature trail boardwalk on his property. R. Hoogs submitted to the Commission a copy of Terry Eucker's responses to the Special Conditions. The boardwalk was higher and should two ft. above grade. The bottom of the stringers will be elevated at least twenty inches above the existing grade along the path and set back 6 inches from the edge of the overhanging deck. Handrails should only be used as deemed necessary for safety conditions where the walkway deck height is more than thirty inches above grade. They will flag the site and then the Commission will do a site visit on Saturday, July 22, 2006 at 8:00 a.m. The Commission signed the Order of Conditions and the Secretary will send it out when R. Hoogs e-mails the revisions to the Special Conditions. Paul Kelly from Mass. Highway appeared to update the Commission on the beaver situation on Clark Rd. The newly installed culvert is currently working, the beavers have been kept out and the State has been monitoring the site and removing the debris as necessary.
