CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, FEBRUARY 14, 2006 PRESENT: Sally Underwood-Miller, Stephen Shatz, Joseph DeGiorgis, Cathy Plakun ABSENT: George Shippey, John Hart, Don Deno Call Meeting to order/Adopt Minutes - The Chairman called the meeting to order at 7:00 p.m. Member Shatz made a motion to adopt the Minutes of January 24, 2006, seconded by member and all voted in favor. Carolan Vaughn, 8 Beachwood Drive, NOI - Al Thorp of Accord Engineering appeared representing the applicant on work already done and work to be done. A stream stated to be perennial by the applicant does not have a large enough watershed to have a riverfront. The work involves replacing piers under the existing house. Work done includes replacing a drain line from the house to the wetland. The Commission is requiring supervision of work by the project engineer or someone with professional qualifications that is independent. Member Shatz made a motion to close the hearing, seconded by member DeGiorgis and all voted in favor. David Hellman, attorney for Alan Hirshberg, appeared to discuss the subdivision plan. The Commission signed the Declaration of Trust documentation as amended by Atty. Hellman. Atty. Hellman also submitted a check in the amount of $559.07 to cover the consultant's fee. Town of Stockbridge, Water Dept., Averic Rd. - NOI - The hearing was continued, as no one showed for discussion. Stephen & Dorothy Weber, 10 Stone Hill Rd. - NOI - Stephen Mack of Foresight Land Services, William Fleming and Ralph Mastrianni appeared representing the applicants who would like to construct a single-family house. They propose a cistern system to catch rain water that would be used for irrigation as needed. They also are proposing a vegetated slope on the downside of the development to be planted with low blueberry bushes. An existing clump or stand of birch trees will be saved. A site visit was scheduled for Friday, February 24, 2006 at 8:00 a.m. Prentice & Ann Pilot, 36 Lake Drive, NOI Continuance - Shannon Boomsma of White Engineering appeared to present documentation of a 36 ft. long dock. This issue is ongoing at this time. Building Inspector Ned Baldwin will rule on the grandfathered issue prior to 1976. Member Shatz made a motion to close the hearing, seconded by member Plakun. The vote was then rescinded pending approval of grandfathering. Member Shatz made a motion to continue the hearing to February 28, seconded by member Plakun and all voted in favor. Craig Moffatt appeared for an informal discussion for the Stockbridge Land Trust tree planting RDA on South St. They will be planting chestnut trees with 5 ft. on centers. They are still planning on relocating the berm out of the flood plain. Also, Mr. Moffatt would like to lay 100 ft. of pipe on the ice out of the stream, which would then sink and provide a way to get water for irrigation. The Commission requested that Mr. Moffatt show the 100-yr. floodplain on the plan. The Secretary will schedule further discussion for the meeting on February 28, 2006.
