CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, DECEMBER 12, 2006 PRESENT: Sally Underwood-Miller, Stephen Shatz, George Shippey, Don Deno Joseph DeGiorgis ABSENT: Cathy Plakun, John Hart Call Meeting to Order/Adopt Minutes - The Chairman called the meeting to order at 7:10 p.m. Member Shippey made a motion to adopt the Minutes as amended, seconded by member Shatz and all voted in favor. Weston & Sampson Engineers - Glendale Landfill Closure - Richard Messer of Weston & Sampson Engineers appeared to discuss the closure of the old landfill site. He presented the Commission with photos of the project. The closure contains three plus acres with two closures. The plan is to mix it with sand and ? There is a compost area where they stored leaves, etc. Grass swales with rip-rap down shoot 600 ft. which will be in the buffer zone. Approximately 300 sq. ft. will be in the wetland. Some of the debris will be taken outside of town and the area cleaned up. The site will be restored to loam with seed and capped with a flexible membrane liner. The cap will be a drainage area. Weston & Sampson Engineers will file an NOI on behalf of the Town. A silt fence with straw bales will be placed to protect the limit of work. The grade is 2 1/2 to at the steepest point. Four ft. of cover soils will be placed over the site. They will use the fill as much as they can. The Town's intent is to maintain an access road there. There will be some methane gas out there. There is an intermittent stream that goes into the Housatonic River. It will be mowed once per year with limited mowing at the slope. DEP sent a letter stating that the Town is administratively incomplete with this project. The Commission will do a site visit on their own time. Louis DeGrigoli, 12 South St. - RDA Continuance - Mr. DiGrigoli appeared to submit a letter from Highway Supt. Clinton Schneyer which states that Fox Meadow Lane is a private road and has never been maintained by the Town. Member DeGiorgis made a motion to close the hearing, seconded by member Shippey and all voted in favor. Stockbridge Equestrian Resort Group, 37 Interlaken Rd. - ANRAD Continuance - Robert Hoogs of Foresight Land Services, Emily Stockman of Stockman & Associates and Christian Boysen of SERG appeared to discuss the continuance of the ANRAD continuance. R. Hoogs submitted a wetland survey of the proposal. All of the wetlands have been surveyed in the field. R. Hoogs will create a data layer that can be put into the Town's GIS system. They have also finished the field survey. They have located the boundary lines of the property. R. Hoogs left the wetland plan so the Commission's consultant Terry Eucker can review it. E. Stockman submitted a narrative as part of her review of the project. She located a small vegetated wetland. There is a small intermittent stream that has been criss-crossed. Member Deno stated the watershed should be located on all of the maps. The meeting was continued to January 9, 2007. Michael Kulig of Berkshire Engineering, Inc. appeared to submit a check for the T. Eucker's estimate of the review of the Dori Laub NOI. He will send a check for the John & Judith Peyron NOI review by T. Eucker. The Commission discussed their FY08 Budget and will take $100 out of the Mapping account for the GPS unit and $150 out of the WPA account. The FY08 Budget will remain the same. The Secretary will check with Nancy Socha to see if a voucher needs to be submitted for the postage meter. The Chairman will bring up the Home Rule Amendment for alternate members to the Selectmen at the budget meeting.
