Details Link Name: Minutes Description: Subject/Title: April 25, 2006 Subtitle: Keywords: Review on: [ ] Default to Printable Version CONSERVATION COMMISSION MINUTES OF MEETING APRIL 25, 2006 PRESENT: Sally Underwood-Miller, Stephen Shatz, George Shippey, John Hart Cathy Plakun, Joseph DeGiorgis, Don Deno Call Meeting to Order/Adopt Minutes - The Chairman called the meeting to order at 7:00 p.m. The Chairman made correction to the Minutes of April 14, 2006 which included "Pillsbry" snail and not "Pillsbury". Also, she added a paragraph at the end that a discussion ensued regarding the presets of the Town's Wetlands Bylaws regarding aesthetic concerns with the new construction around the lake. The Commission will, hereafter, look for earth friendly paint and trim colors around the lake. The Richman's need to hire a botanist and not a biologist to evaluate the snails. Member Shatz made a motion to adopt the Minutes as corrected, seconded by member Shippey and all voted in favor. Gerald & Carole Goldberg, Lot 1, Brookside Lane - NOI Continuance - Brent White of White Engineering appeared representing applicants who wish to construct a single-family house with driveway site work. B. White submitted a revised plan, as requested by the Commission, which addresses how the sewer connection would occur. The greatest disturbance during boring will be the use of two push/pull pits on either side of the proposed bridge approximately 7-8 ft. deep. The excavator will place his equipment at the proper depth and bore underneath the proposed bridge. There will be no additional disturbance, as all work will be done within the driveway area with erosion control measures set forth for the driveway. They have submitted their plans to the Water and Sewer Commission for sewer hook-up. Donald Schneyer, Chairman of the Water and Sewer Commission, was presented as requested and stated tht his Board is here to discuss the sewer extension only. When they bore this they will use a 1 ½ inch pipe. The Conservation Commission will require that the pipes be double encased and will be included in the Order of Conditions. Mr. Schneyer gave a copy of a letter that his Commission sent to Mr. Freeman when he was doing his lot. There were threes issues: manholes, main pipes and services and a plan of sewer lines. Mr. Freeman made sure they changed everything that was required. The Water and Sewer Commission gave a provisional that the work be done. Mr. Schneyer read into record a letter from Sewer Supt. Anthony Campetti supporting the installation of the sewer and that they have done everything to the Water and Sewer's specifications. Peter Socha stated that the original line was engineered for the number of lots there. Mr. Schneyer stated that he feels confident that the pipe was seeded properly. The Water and Sewer Commission did a pressure test of the system and it does not leak. The Conservation Commission does not want pressure treated lumber in the pipes. All of the debris has to be cleaned and removed. Member Shatz made a motion to close the hearing, seconded by member DeGiorgis and all voted in favor. Laurie Richman, 3 Oak St. - NOI Continuance - Sarah Schultz of S & K Design appeared representing the applicant who proposes to replace an existing fence, construct a pedestrian path to the Stockbridge Bowl, clear a path to the lake, install a temporary seasonal dock and do vista pruning to the lake. There are currently trying to contact a botanist to evaluate whether the Pilsbry snail is located under the proposed dock location. The applicant would like to replace the fence to prevent it from falling into the brook. They will install straw bales prior to construction. They would like to separate the dock from the rest of the project. The Commission needs step by step on the plans as to how they will do the process. All of the work will be done from the upland site. They will revise the plan and submit it to the Commission. Member Shippey made a motion to close the hearing pending receipt of the revised plan, seconded by member Shatz and all voted in favor. Town of Stockbridge, Water Dept., Averic Rd. - NOI - Michael Buffoni appeared representing the Water Dept. who are proposing to breach a beaver dam at Averic Lake, let it dry out and then remove the debris from the dam and install two two-ft. culverts in the stream when little or no water is flowing. M. Buffoni will mark the trees that he will cut. DEP is okay with the cutting of the trees. The Commission does not require a filing of an NOI for the cutting, just a copy of the Forest Cutting Plan. Member Shatz made a motion to close the hearing, seconded by member DeGiorgis and all voted in favor. Peter Durgin of Berkshire Theatre Festival, Michael Kulig of Berkshire Engineering, abutters Nancy O'Brien and Frances and Frank Scharfenorth appeared for continued discussions regarding the drainage issues. M. Kuling looked at the drainage area and it looks like it was a detention area. The drainage turned it into a . It overtaxed the abutting properties. BTF is in the process of working with the abutters to see how they will correct the problem. The Town may be partly to blame for the culverts or possibly the State. The Commission needs an overall plan as to what is on whose property. Member Hart stated that the situation has gotten worse. A quick fix would be to put in a detention basin.
