Members present: Cathy Plakun, Steve Shatz, and Joe DeGiorgis. Absent: George Shippey, John Hart and Jim Schantz. Minutes Approval: Member Shatz made a motion, seconded by Member DeGiorgis to approve as corrected the Minutes of September 25, 2007. Unanimous. Beaver Dam – Goodrich Street – Dr. Kathleen Dietrich and Raymond Whalen, residents on Goodrich Street, appeared before the commission regarding a beaver dam in the culvert under this town maintained street. Both Dr. Dietrich and Mr. Whalen expressed their concern over the prolonged existence of this dam and the subsequent flooding which has put a number of houses and properties at risk of flood damage, and the longstanding stagnant water which would cause health and safety issues. Their attempts to contact the Highway Department have been unsuccessful. Tri-Town Health Inspector, Peter Kolodziej will issue emergency permits. They are requesting the Town to immediately clean out the dam in the culvert and to take measures to prevent the reconstruction of the dam. They would also like to have Goodrich Street routinely maintained so as to avoid this type of problem in the future. Mr. Kolodziej will deal with the State on the other dams in their jurisdiction. Chair Underwood-Miller suggested that the simplest solution may be wire fencing. She will email the Highway Superintendent to aid in this project. Southmayd Farm LLC – 2 Glendale Middle Road , NOI– Jim Scalise from SK Design presented an aerial photo of the former Charles Schulze property consisting of 80 Acres bounded by the river on 3 sides. The property includes the main residence, a guest house, studio, stables, and a carriage house. Title V inspections failed due to shallow ledge and high ground water. The new owner is proposing to install a new septic system and replace an existing electrical conduit line. Construction of a new stone patio, a concrete floor for an existing building and an addition (a 30’ workshop) are also proposed. The redevelopment process for review is less than 10%. Improvement – infiltrate runoff water from gutter. Proposed plantings (shrubs and willow trees) to provide privacy. Jim Scalise is looking for a continuance, he is waiting for input from Mass Natural Heritage on two types of dragonflies. Scheduled site visit for Sunday, October 14, 2007 - Chair Underwood-Miller, Member Plakun and Member Shatz to meet with Jim Scalise at 8:00a.m.at main house. Other Business: Gottlieb Partial Certificate of Compliance signed. Mike Kulig dropped off plan for 21 Ice Glen Road, Christopher and Jane White. He will be submitting an NOI. Haldor Reinholt - Indian Meadows Subdivision – common driveway. Terry Eucker will report after reviewing file. Grossman Dock – statute of limitations has run out on non-conformance of new dock. Chair Underwood-Miller’s letter to be resent certified to Grossman. Berkshire Natural Resources Council to come for informational meeting on October 23- beetles progress with purple loosestrife. Gail Jaffe 1- Mahkeenac Road – phoned Chair Underwood-Miller and Member DeGiorgis about proposed plantings by Project Native. Jurisdictionals: Member Shatz to look at 22 Church Street and Kopperl property. Member Shatz made motion to adjourn at 8:05pm, seconded by Member DeGiorgis and all voted in favor.
