Thu, Dec 06, 2007 11:08 AM From: Howard Siegel To: StockbridgeMA_BComm Subject: April, 24 2007 CONSERVATION COMMISSION MINUTES OF MEETING TUESDAY, APRIL 24, 2007 PRESENT: Sally Underwood-Miller, George Shippey, Stephen Shatz, John Hart ABSENT: Don Deno, Cathy Plakun, Joseph DeGiorgis Call Meeting to Order/Adopt Minutes – The Chairman called the meeting to order at 7:40 p.m. Member Shatz made a motion to adopt the Minutes with the correction by member Shippey of Joseph & Adrienne Silverstein and not Silverman. The motion was seconded by member Shippey and all voted in favor. Roy Komack, Interlaken Crossroad – ANRAD – Shannon Boomsma of White Engineering appeared representing the applicant for the purpose of delineating the wetlands. The applicant would like split the property and sell a building lot, but there are no plans for house construction at this time. S. Boomsma submitted a plan indicating the wetland boundaries. The wetland area consists of 30 ft. X 40 ft. Terry Eucker, the Commission’s consultant, will submit an estimate and review the plan as well as do a site visit. Bruce Rubin, 23 Mahkeenac Terrace – NOI Continuance – Shannon Boomsma of White Engineering appeared with Mickey Marcus of New England Environmental to present the Commission a new set of plans. The actual footprint of the new house will be no larger than what is there. The driveway designed by White Engineering was porous. They changed the plans to dig the foundation drains to daylight. There will be no tree cutting or clearing near the lake. They will replace the stairs and will rebuild a new dock is the same location. They will keep the lawn area as wild flowers and keep it mowed once a year. The new house will be 35-ft. high. There will be 3,255 sq. ft. of disturbance of wet area. They will excavate 2-3 ft. below existing grade in the green area on the plan. A silt fence and straw bales will be used for erosion control. The storm water features are the green area as well. The brown line on the plan is the limit of work. The Chairman feels they should preserve the function of the wetland. They will put stones where the water outline is on the plan. Member Shippey made a motion to close the hearing, seconded by member Shatz and all voted in favor. Member Shatz made a motion to close Irene Fingerhut’s hearing, seconded by member Hart and all voted in favor. Arthur Dutil appeared representing Marian Fathers. He submitted an RDA for the proposed field altar replacement which will be scheduled for the next meeting. Leonard Snyderman, 94 East Main St. – NOI Continuance – Robert Levesque of Levesque & Associates appeared with the applicant and his wife Reese Hood. R. Levesque went over each item of concern made by DEP. They will submit the plan for the proposed Presby septic system to Tri-Town Health Dept. The Commission needs a copy of Tri-Town’s approval of the system. Member Shippey made a motion to close the hearing, seconded by member Shatz and all voted in favor upon receipt of the approval of said approval from Tri-Town. Roslyn Wallace, 5 Lake Drive – RDA Continuance – Member Shatz made a motion to close the hearing, seconded by member Shippey and all voted in favor. James Scalise of S & K Design appeared with representatives of Kripalu Yoga Fellowship to respond to the concerns of the Commission that the recent rains caused silt from Kripalu’s parking lot to flow downhill into the stream behind Berkshire Country Day School and across the road. The Chairman called J. Scalise to alert him what was happening and he came down and walked and took pictures of the site and everything was working They traced sedimentation down the road. They will clean out the ponds and loam and seed what has not been affected. The Secretary will check the NOI and Order of Conditions for the Haldor Reinholt subdivision as to what the Commission conditioned for the driveway. The Secretary will call H. Reinholt tomorrow and tell him no more cork until he brings in plans. It appears he is working too close to the resource area.
