Meeting called to order at 7:20 p.m. by Chairman Morehouse.

Old Business: 	Mr. French moved to dispense with reading of Minutes for 8/6/03 DBVS meeting, seconded by Mr. Hawley, carried unanimously by delegates.

New Business: DDVS CY 03 Administrative Report addressed by Mr. Adams, with particulars clarified as appropriate. Motion to accept Director's Report put by Mr. French, seconded by Mr. Kirchner, carried unanimously by delegates.

	DDVS Treasurer's Memo was provided by Ms. Larkin with supporting banking documentation appended. Mr. French moved to accept the Treasurer's Report, seconded by Mr. Kirchner, carried unanimously by delegates.

	Director's Update of current specifics relative to daily operations was provided by Mr. Adams touching upon highlights thereof. Mr. French moved to accept same, seconded by Mr. Kirchner, carried unanimously by delegates.

	DDVS FY 05 Budget Proposal and Apportionment, with net saving of 5.2% over FY 04 was put forth and elaborated upon by Mr. Adams. Mr. French moved to accept same, seconded by Mr. Kirchner, carried unanimously by delegates.

Meeting was adjourned at 7:47 p.m., there being no further business.
